‘Horia Rusu’ Foundation

Who was Horia Rusu

Horia Rusu was a libertarian, an adept of the ideas of classical liberalism in a modern version. He was one of the first politicians in Romania to talk about Capitalism, as early as 1990. His vision was a pure capitalism, untainted by socialist tendencies. Individualism, private property, economic freedom, minimal state: these are principles that he promoted throughout his political career.

The firmness and the consistency with which he supported his ideas have transformed Horia Rusu into a politician respected by allies and adversaries alike.

Born in Timisoara, on the 17th of September 1952, in a family with a strong Liberal tradition, Horia Rusu became a member of the National Liberal Party in January 1990 and became a Deputy. In the summer of the same year, alongside other young people ill content with the lack of firmness shown by the policy of the PNL, he laid the foundations of a new political structure, PNL – The Young Wing, which would later become PL 93, considered to be the most modern party on the Romanian political scene. After the Liberal unification of 1998, he became Vice-President of PNL. His political conception has been summarised in the book “The Romanian Capitalism – A Project”, co-authored with Dinu Patriciu. As an organisation of the civil society, the ‘Horia Rusu’ foundation promotes, through specific means, the ideas that have animated Horia Rusu in his political activity.

VOCATION

The ‘Horia Rusu’ Foundation is an NGO which supports the values of capitalism: individual freedom, political freedom, economic freedom, freedom of speech. It is an independent foundation, with Liberal vocation but not affiliated to any political party. It is a space in which people from all the fields of public life, from all political parties and who believe in the values of Capitalism engage in dialogue and search together for solutions to the problems of the Romanian society.

MISSION

The main mission, that the Foundation has undertaken since the moment it was created, is to contribute to the transformation of Romania into a capitalist country, connected to the European values. To this end, we consider that the most important thing is to change mentalities. Through its actions, the Foundation is involved in transforming Romania from a country with collectivist mentalities, inhabited by people who expect everything to be provided by the State, into a country of free people, who pursue their own interests and happiness, masters of their own goods and fortunes, who can reap the profit of their own actions.

OBJECTIVES

The ‘Horia Rusu’ Foundation supports the introduction of substantial reforms in fundamental fields of the Romanian society:

- institutional reform;

- education reform;

- economic reform;

- reformation of the political class.

The ‘Horia Rusu’ Foundation supports Romania’s continuous process of integration in the European Union, monitors the evolution of this process in various fields and draws attention, through specific means, to any inconsistencies which may appear during the process.

The Foundation supports the creation of an environment favourable to the free market economy, the creation of a new political class capable of transforming Romania in a capitalist country, as well as the respect for the fundamental human rights and liberties.

The ‘Horia Rusu’ Foundation wishes to achieve these objectives by becoming a catalyst of the Romanian public life, a forum of ideas and programmes, of analyses and debates, providing solutions to the problems, crises and malfunctions which have plagued the evolution of the Romanian society during the years of transition.

HISTORICAL DETAILS

Ever since its creation, in September 2001, the ‘Horia Rusu’ Foundation has become a major actor in the Romanian public life. The ideas it has promoted, as well as the fact that it has been the only representative of the Civil Society to periodically put forward for discussion important and urgent problems of the Romanian society, have secured the Foundation’s status as forum for debate and analysis, as well as a place where people search for and identify solutions.

The monthly debates of the Horia Rusu Foundation have become a landmark in the Romanian public life, focusing on important issues such as institutional reform, economic reform, legislation or the process of European integration. The Foundation has succeeded on every occasion to bring together politicians from all parties, including representatives of the governing party or of the Government, Presidential Counsellors, reputed scholars specialising in the fields subjected to debate, political and economical analysts and prestigious journalists.

PUBLICATIONS – The journal “Liber

Each round table has at least one concrete result – the journal “Liber”, the periodical of the Horia Rusu Foundation, which represents a ‘case file’ for the issues debated at the various round tables. In our database there are subscribers from Bucharest and from all counties of Romania. Politicians with Liberal views, businesspeople, political analysts, sociologists, journalists, MPs, the President and the Prime-Minister of the country, all read the “Liber”. We have readers abroad as well, among the important personalities of the Diaspora. The journal also includes articles on the Liberal doctrine, foreign policy, as well as issues on the domestic agenda treated in Liberal key.
